History

In 1984 union construction labor leaders and contractors formed the Tri-County Construction Labor-Management Council (TRICON) with a commitment to strengthen the union construction industry in Central Illinois. Incorporated in the State of Illinois on November 10, 1987, TRICON primarily serves Peoria, Tazewell and Woodford counties in Central Illinois.

Membership includes representation from the West Central Illinois Building and Construction Trades Council (WCIBCTC), the Greater Peoria Contractors and Suppliers Association (GPCSA), and the Builders Association of Tazewell County (BAT). WCIBCTC represents about 16,000 construction workers belonging to 42 locals throughout a geographical area of 13 counties. GPCSA and BAT represent all of the major contractors and suppliers and their associations in the Tri-County area (Peoria, Tazewell, Woodford counties) with a combined membership of over four hundred contractors and other businesses associated with the construction industry. TRICON is governed by a Board of Directors, representing both labor and management. Staff includes an Executive Director and an Administrative Assistant.

TRICON works closely with Peoria Area Labor Management Council (PALM), which brings together representatives from business, industry, public sector and education to foster a cooperative labor-management atmosphere in Central Illinois.

Mission & Vision

TRICON’s mission is to strengthen the union construction industry in Central Illinois. In support of this mission, TRICON performs three major roles:

Mission and Vision
  • Serve as a forum to facilitate dialogue between contractors and building trades union leaders concerning mutual problems and concerns;
  • Serve as a clearinghouse for information on the local construction industry; and
  • Serve as a promotional group to encourage union construction with the user community and the general public.
TRICON’s vision is to ensure the ongoing success of the construction industry and community by developing innovative strategies between organized labor and management that respond to customer needs and foster a vibrant business environment.

Funding

Primary funding for TRICON comes through a “check-off” system. Local labor contracts provide matching contributions from contractors and the union labor employees who work for them.

In the past TRICON has been awarded grant funding from the Illinois Department of Commerce and Community Affairs and Federal Mediation and Conciliation Services.

   Business development is an important key to maintaining and increasing union construction market share. Through TRICON, labor and management have come together in a new way to ensure the unionized construction industry is Central Illinois’ premier choice for construction. TRICON is well known as an innovator and leader in labor-management cooperation. We have received numerous awards and recognitions for programs and activities.
